Failure to comply could result in delays in review or funding of applications, rejection of applications, or termination of funding.<\/p>\n<p class=\"html_block\"><em><strong>Note:\u00a0<\/strong> PubMed Central, the NIH digital archive of full-text, peer-reviewed journal articles,\u00a0should not be confused with PubMed.\u00a0 The systems maintain distinct identification numbers for documents.\u00a0 You can move between the two by clicking on the &#8220;PubMed&#8221; or &#8220;PMC&#8221; link at either site.<\/em><\/p>\n<p class=\"html_block\">We present here an outline of how investigators can comply with this regulation.\u00a0 See also the <a class=\"external-link\" href=\"http:\/\/www.hsl.virginia.edu\/portal\/researcher\/public_access.cfm\">Health Sciences Library site on this policy<\/a>.<\/p>\n<div class=\"html_block\">\n<hr \/>\n<\/div>\n<h3>What publications must be submitted?<\/h3>\n<p>The policy applies to all peer-reviewed articles derived from NIH funding that were accepted for publication on or after April 7, 2008.\u00a0 Institutions and investigators are responsible for ensuring that publishing or copyright agreements concerning submitted articles fully comply with this Policy. PubMed Central should not be confused with PubMed; the latter is the NIH digital archive of full-text, peer-reviewed journal articles.\u00a0 There is no charge for submitting an article to PubMed Central.<\/p>\n<h3 class=\"html_block\">How do I demonstrate compliance with the policy?<\/h3>\n<p class=\"html_block\">When submitting an application, proposal, or progress report to\u00a0NIH, you must include the PMC ID number (PMCID; e.g., &#8220;PMC234567&#8221;) for each paper that was authored or co-authored by the applicant or arose from an NIH award, and that falls under the policy.\u00a0 Annotations demonstrating compliance with the NIH Public Access Policy should be placed at the end of each applicable publication citation in every application, proposal or report.\u00a0 See detailed tables below for <a href=\"https:\/\/med.virginia.edu\/office-for-research\/nih-public-access-policy\/#comply_competing\">new\/competing awards<\/a>, <a href=\"https:\/\/med.virginia.edu\/office-for-research\/nih-public-access-policy\/#comply_continuation\">noncompeting continuation progress reports<\/a>, and <a href=\"https:\/\/med.virginia.edu\/office-for-research\/nih-public-access-policy\/#comply_final\">final project reports<\/a>.<\/p>\n<p class=\"html_block\">If you are NIH PI, make sure that all investigators and subcontractors supported by your project (regardless of whether you are an author) also are in compliance with this policy, since you are responsible for the deposition in PMC of all publications resulting from your award.<\/p>\n<h3 class=\"html_block\">What if the PMCID is not available?<\/h3>\n<p class=\"html_block\">The PMCID is posted in <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/sites\/entrez?db=PubMed\">PubMed<\/a> as soon as an article has been successfully processed by PMC, which usually occurs around the time of publication.\u00a0 PMCIDs are listed in the lower right corner of the AbstractPlus view of PubMed.\u00a0 If the paper is not yet publicly available on PMC, PubMed will also list the date the paper will become available.\u00a0 See also <a class=\"anchor-link\" href=\"https:\/\/med.virginia.edu\/office-for-research\/nih-public-access-policy\/#locate\">how to locate PMCIDs<\/a>.<\/p>\n<p class=\"html_block\">If the paper has not been published when you file a report to NIH, you can use the NIH Manuscript Submission ID (NIHMSID; e.g., &#8220;NIHMS97531&#8221;) &#8211; <em>for no more than three months post-publication.\u00a0<\/em> If the PMCID is not available because the journal submits articles directly to PMC on behalf of its authors, applicants should indicate &#8220;PMC Journal &#8211; In Process.&#8221;\u00a0\u00a0This notation is permitted only if the journal has agreed to submit final published versions to PMC (<a href=\"http:\/\/publicaccess.nih.gov\/submit_process_journals.htm\">list of applicable journals<\/a>), or the grantee or author has requested that the journal deposit a final published article on PMC (<a href=\"http:\/\/publicaccess.nih.gov\/select_deposit_publishers.htm\">list of applicable journals<\/a>).<\/p>\n<h3 class=\"html_block\">How should I prepare manuscripts in order to be compliant?<\/h3>\n<p class=\"html_block\">Strongly consider submitting your manuscript to a\u00a0<a href=\"http:\/\/publicaccess.nih.gov\/submit_process_journals.htm\">journal that automatically submits articles to PMC<\/a>.\u00a0 During the submission process, do not sign away your copyright since this may conflict with your ability to deposit your paper at PubMed Central.\u00a0 A list of\u00a0publishers that permit\u00a0publications to be archived can be found at <a href=\"http:\/\/www.sherpa.ac.uk\/romeo.php\">this web site<\/a>.<\/p>\n<p class=\"html_block\">If you submit an article to a journal that is not on that site&#8217;s green or blue list, the cover letter accompanying your manuscript should include the phrase that the submitted manuscript &#8220;is subject to the NIH PubMed Central submission requirements.&#8221;\u00a0 Then, before signing the publication agreement, insert over your signature &#8220;Subject to the attached Addendum&#8221; <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/bookshelf\/br.fcgi?book=helpnihms&amp;part=users\">The NIHMS System User&#8217;s Guide to Submitting a Manuscript<\/a>.&#8221;\u00a0 The submission process consists of uploading your final manuscript to the Commons and\u00a0associating that manuscript with\u00a0specific NIH award number(s).\u00a0 You initially will receive an NIH manuscript ID number (NIHMSID) that can be referenced in correspondence with NIH during the first three months post-publication.\u00a0 Record the NIHMSID or PMCID assigned to your publications, preferably in your biosketch or CV.\u00a0 Inform your co-authors of those ID numbers, for their submissions and reports to NIH.\u00a0 <em>Effective July 23, 2010, manuscripts may only be entered via a My NCBI account (see<\/em> <a href=\"http:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-10-103.html\"><em>this NIH Guide notice<\/em><\/a><em>\u00a0for additional information).<\/em><strong><a id=\"submit\" title=\"submit\" name=\"submit\"><\/a><\/strong><\/p>\n<h3><a name=\"locate\"><\/a>How do I locate PubMed Central ID numbers for my publications?<\/h3>\n<p class=\"html_block\">Your journal may submit your publications to\u00a0PMC automatically or upon your request.\u00a0 When an article is submitted to PMC, it may be embargoed for several months, but it still will have an associated\u00a0PMCID:\u00a0 you must use that PMCID in all reports\/proposals to NIH three months post-publication.\u00a0 You can access a PMCID as follows:<\/p>\n<ul>\n<li>At <a href=\"http:\/\/www.pubmedcentral.nih.gov\/\">PubMed Central<\/a>, enter your search parameters at the top of the page.\u00a0 The search results will include the current PMCIDs.<\/li>\n<li>At <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/sites\/entrez?db=PubMed\">PubMed<\/a>, enter your search parameters at the top of the page.\u00a0 Click on individual articles to access their abstracts, which will include PMCIDs at the bottom right of the text.<\/li>\n<li>For a cross-listing of PubMed IDs, PMCIDs, and NIHMSIDs, do the following.\u00a0 Search for the article(s) in<a href=\"http:\/\/www.ncbi.nlm.nih.gov\/sites\/entrez?db=PubMed\">PubMed<\/a>.\u00a0 At the bottom of the search results page, click on &#8220;Send To&#8221; and select &#8220;Clipboard.&#8221;\u00a0 This will paste all of the retrieved articles into the clipboard.\u00a0 There is no need to access them one at a time, unless you only wish a single PMCID &#8211; in that case, check the article(s) you are interested in and then send to the clipboard.\u00a0 A pink bar will appear at the top of the page to confirm this action.\u00a0 Go to PubMed Central by clicking on &#8220;PMC&#8221; in the black bar at the top of the page.\u00a0 Next, click on &#8220;PMID&lt;-&gt;PCMID&#8221; (on the left menu bar) to open the PMID-PCMCID translator.\u00a0 Click on &#8220;Get IDs from PubMed Clipboard&#8221; to populate the box at the bottom of the web page and click on &#8220;Convert&#8221; (bottom right).\u00a0 The Converter Result box will be populated with PMID, PMCID, and NIHMSID for each PMID you had entered or pasted in.\u00a0 This is the only way to access NIHMSIDs.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><a name=\"comply_competing\"><\/a>New and competing applications &#8211;
